Illinois has a problem and is doing something about it. Ford then cited statistics from the Federal Communications Commission, which concluded that Illinois ranked 27th in broadband penetration. Considering that Illinois is the nation's sixth most populous state, the commissioner added, this finding proved disturbing. So, they invited experts in to give them a BPL tutorial. Good for them.
